Vice Minister Qu Dongyu attends WTO 10th Ministerial Conference

The WTO 10th Ministerial Conference opened in Nairobi on December 15, 2015. The ministerial consultative meetings on agriculture and fisheries subsidies were held separately on December 16. As deputy head of the Chinese delegation, Vice Minister Qu Dongyu attended and addressed the meetings.
Vice Minister Qu noted that China always holds a positive attitude towards the Doha negotiations and hopes that the WTO 10th Ministerial Conference can achieve positive outcomes reflecting the Doha Round mandate.
Regarding agricultural export competition, China supports the deliverables close to the 2008 modalities. China takes an open position towards the proper adjustment of ambition levels, holding that the adjustment should keep the same direction and the same proportion, adhere to the principle of special and differential treatment and respect the bottom line of members.
In addition, Vice Minister Qu emphasized that special safeguard mechanism and public reserves for food security are important means to solve the problems of food security, farmer's livelihood and rural development.
The relevant G-30 proposal took into full account of the concerns of all stakeholders and China would like to provide support to the proposal.
On the issues concerning fisheries subsidies, Vice Minister Qu stressed the need to determine work priorities and apply the progressive approach based on easy-to-difficult principle.
